Leonardo Salcedo leans against the massive wheel of a Hitachi EH5000 truck, jacked up ready for a four-hour tyre change in the extensive maintenance workshop at the Cerrejon coal mine in Colombia. "With tyres costing US$60,000 each they have to last at least two years," says Salcedo, superintendent of reconstruction in the maintenance department.

Although mining is a relatively temporary activity, its ongoing obligations and liabilities can linger for a significant time after a mine has closed. Such post-closure obligations include monitoring, maintenance and treatment of tailings dams, as well as posting financial security that remains in place for as long as these other obligations last.

As each new day reveals a weaker picture for iron ore, it is easy to imagine the collective groans emanating from the offices of mining executives up and down Brazil. The price has been slipping all year, from US$135/t at the start of January to around US$82/t on September 11 – the inevitable result of economic slowdown and over-supply of steel in China, combined with a glut of new iron-ore production.

Message from the Western Australian Mines and Petroleum Minister
Following the amendment of the Mineral Resources Act, the responsibilities of the former Bureau of Minerals and Petroleum as per January 1, 2013 have been divided among the Ministry of Industry and Mineral Resources, the Mineral Licence and Safety Authority and the Environment Agency for Mineral Resources Activities.
With the Western Australian (WA) Department of Mines and Petroleum (DMP) and the WA Department of State Development (DSD) located in Perth, the State Government is supported by 11 offices in key global export and investment regions.
